Economic assessment of fees for network planning studies
Oslo Economics recently produced a report on 'Economic assessment of fees for network planning studies'.
NVE is currently assessing appropriate design of price signals in the meshed network that may influence the establishment, location and dimensioning of new network connections. In this context, NVE commissioned Oslo Economics to perform an economic assessment of fees for network planning studies. The fees would be charged when there is insufficient network capacity to allow a new network connection, and the DSO or the TSO have to perform network planning studies to assess necessary investments.
Oslo Economics recommends that fees for network planning studies be introduced for two separate phases in the network planning study process, as well as a formalised application process.
