RME styrker insentivene for nettselskapene til å redusere kostnader
Reguleringsmyndigheten for energi i NVE (RME) endrer inntektsreguleringen slik at det blir mer lønnsomt å være effektiv. Dette vil gi lavere kostnader på sikt, og sørge for at nettleien ikke blir høyere enn nødvendig. Det er en av endringene vi gjennomfører for at inntektsreguleringen skal legge til rette for at nettselskapene velger de beste løsningene, og investerer, drifter og gjennomfører alle tiltak i nettet så kostnadseffektivt som mulig.

RME utforsker nye modeller for å måle nettselskapenes effektivitet
Nettselskapene skal investere opp mot 135 milliarder kroner i nettet frem mot 2027. Ny kraftproduksjon, nye kunder og elektrifisering driver mye av investeringene. En god økonomisk regulering er viktig for at investeringene og driften av nettet gjøres mest mulig effektivt. Reguleringsmyndigheten for energi (RME) har satt i gang et forskningsprosjekt for å videreutvikle oppgavevariablene i modellene som brukes for å beregne nettselskapenes effektivitet.

Det følger av tredje energimarkedspakke at vedtak fattet av den uavhengige reguleringsmyndigheten for energi (RME) kan påklages til en uavhengig klageinstans.

Utredning om likere nettleie er ute på høring
Reguleringsmyndigheten for energi i NVE (RME) har på oppdrag fra Olje- og energidepartementet utredet virkemidler for utjevning av nettleie. Vurderingen er at en eventuell utjevningsordning bør utformes som et tilskudd til å redusere nettleien for kundene med høyest nettleie. Utredningen sendes nå på høring.

Høring avsluttet - Innføring av implisitt tapshåndtering på Skagerrakforbindelsen
Reguleringsmyndigheten for energi (RME) vurderer å godkjenne felles søknad fra Statnett og den danske systemoperatøren Energinet om å innføre implisitt tapshåndtering på Skagerrakforbindelsen (Skagerrak). Søknaden gjelder kun døgnmarkedet. RME har sammen med den danske reguleringsmyndigheten, DUR, vurdert søknaden fra Statnett og Energinet.

ACER avholder tre høringer om balansering av kraftsystemet
EUs byrå for samarbeid mellom nasjonale reguleringsmyndigheter på energiområdet, ACER, avholder nå høring av tre metoder utarbeidet iht. kommisjonsforordning (EU) 2017/2195 om fastsettelse av retningslinjer for balansering av elektrisk kraft (EB).

Inntektsramme 2020 - foreløpige beregninger
Vi har beregnet foreløpige inntektsrammer for 2020. Samlet inntektsramme er estimert til 19,1 milliarder kroner for alle nettselskapene eks. Statnett. Varsel om inntektsramme for 2020 blir sendt i starten av desember.

OED har 1. november 2019 utpekt Reguleringsmyndigheten for energi (RME) i medhold av energiloven § 2-3 og naturgassloven § 4.
Utpeking av reguleringsmyndigheten skjer som en del av gjennomføringen av tredje energimarkedspakke i norsk rett. RMEs oppgave er å sørge for at aktørene overholder regelverket som sikrer like konkurransevilkår i kraftmarkedet og effektiv drift og utnyttelse av kraftsystemet.

Kraftbransjen er i endring. Ny teknologi åpner opp for nye produkter og tjenester. Digitalisering gir mulighet til å utnytte større mengder data enn tidligere.

111 nettselskaper får tvangsmulkt på til sammen 2,6 millioner kroner
NVE har ført tilsyn med nettselskapene for å påse at de tilfredsstiller kravene til å rapportere strømbruk, -produksjon og kraftutveksling fra nettselskapene til Elhub. Nå blir 111 av 139 nettselskap ilagt tvangsmulkt.

Inntektsrammer for 2020 - grunnlagsdata
Vi publiserer data som skal benyttes til beregning av inntektsrammer for 2020. Vi ber nettselskapene om å sjekke egne data og gi tilbakemelding om feil så snart som mulig, og senest innen 1. november 2019.

Ny studie om fremtidens AMS
NVE mener det er viktig med ny kunnskap om teknologiutvikling og innovasjon innen avanserte måle- og styringssystemer (AMS), spesielt med tanke på å møte et mer fornybart og klimavennlig samfunn. På bakgrunn av dette har NVE engasjert Sintef Energi AS til å utføre en studie på dette.

En ny analyse av europeiske nettselskaper viser at Statnett har høye kostnader sammenlignet med tilsvarende selskaper i Europa.

NVE har godkjent Statnetts forslag til retningslinjer for del 1 av praktiseringen av systemansvaret i kraftsystemet
Statnett er systemansvarlig i det norske kraftsystemet. Systemansvarlig skal rette for et effektivt kraftmarked og en tilfredsstillende leveringskvalitet i kraftsystemet, og dermed føre til en rasjonell utnyttelse av kraftressursene for samfunnet som helhet. Pliktene og virkemidlene systemansvarlig har er regulert gjennom systemansvarsforskriften.

Konsulentrapport om ulike strategier for balansering og spesialregulering i kraftsystemet
Thema Consulting Group har på oppdrag fra NVE utarbeidet rapporten «A study on balancing and redispatching strategies», som kartlegger ulike tilnærminger til balansering og spesialregulering i kraftsystemet. Formålet med rapporten er å vurdere fordelene og ulempene av ulike balanserings- og spesialreguleringsstrategier, samt å vurdere effektiviteten av hver av disse strategiene i en nordisk kontekst.

Olje- og energidepartementet har bedt NVE gjennomgå driftskoordineringen i kraftsystemet. For å få innspill til arbeidet, har NVE satt ned en ekspertgruppe ledet av Jørgen Bjørndalen i DNV GL.

Forskriftsendringer gjør det enklere for forbrukere å få utbetalt kompensasjon etter svært langvarige strømbrudd
Når en nettkunde har opplevd et strømavbrudd som har vart i minst 12 timer, kan hun kreve å få utbetalt en kompensasjon fra nettselskapet. Nå som de aller fleste kundene har fått smarte målere med kommunikasjon, foreslår vi at nettselskapene automatisk skal betale ut kompensasjonen til alle husholdninger og fritidsboliger som har slike, uten at de selv må fremme et krav om det.

NVE foreslår å styrke nettselskapenes insentiver til å være kostnadseffektive
I kraftsystemet ser vi nå vesentlige endringer på både produksjons- og forbrukssiden, og nettselskapene gjennomgår omstillinger som er teknologisk og økonomisk krevende. For at nettleia ikke skal bli høyere enn nødvendig, må nettselskapene gjøre de riktige beslutningene og gjennomføre tiltak til lavest mulig kostnad.

Vi kan spare 11 milliarder ved å lade elbilene smart
Hvis lading av elbiler skjer når strømforbruket er lavt, kan strømnettet håndtere en fullstendig elektrifisert personbilpark uten at det er behov for å investere i ekstra kapasitet.

Smarte straummålarar i 97 prosent av norske målepunkt
Då fristen for installasjon av nye smarte straummålarar (AMS) gjekk ut 1. januar 2019 hadde om lag 2,9 millionar målepunkt i straumnettet fått installert ny målar. Dette inneber at 97 prosent av målarparken no har målarar som automatisk sender data om kunden sitt forbruk til nettselskap og kraftleverandør som grunnlag for faktureringa.

De nordiske reguleringsmyndighetene avholder nå en høring om de nordiske TSOenes forslag om å etablere et felles kapasitetsmarked for automatiske sekundærreserver (aFRR).

Strømløse anlegg kan bli feilaktig registrert som avvik på datakvalitet i Elhub
NVE har tidligere vedtatt tvangsmulkt for 123 nettselskap som ikke etterlever daglig rapportering av måleverdier til Elhub. Nettselskap, som er uenig i avvikene som Elhub rapporterer, må ta kontakt med NVE.

Oslo Economics har på oppdrag fra NVE utarbeidet en rapport som beskriver hvordan en ny markedsmodell for sluttbrukermarkedet for strøm vil påvirke muligheten for innovasjon og etablering av nye forretningsmodeller og aktører.
