Driftskoordineringen i kraftsystemet - rapport fra ekspertgruppe
En ekspertgruppe har i dag fremlagt en rapport med anbefalinger om hvordan driften av kraftnettet bør koordineres.

RME lyser ut oppdrag på tidsbruk ved tilknytning og prosumenters påvirkning av nettet
RME har nå lyst ut to oppdrag for å kartlegge nettselskapenes tidsbruk ved tilknytning og analysere prosumenters påvirkning av distribusjonsnettet. Fristene for å sende inn tilbud er henholdsvis 15. mai og 6. juni.

Ny rapport fra CEER om tariffer i distribusjonsnettet
CEER publiserte nylig rapporten "Paper on Electricity Distribution Tariffs Supporting the Energy Transition". Rapporten inneholder en rekke råd og konklusjoner angående utforming av distribusjonsnettariffer, og gir blant annet en oversikt over de viktigste prinsippene som ligger til grunn for ulike typer tariffer. Dette inkluderer både statiske og dynamiske tariffstrukturer.

Koronapandemien har foreløpig ikke hatt store økonomiske konsekvenser for de fleste nettselskapene
Reguleringsmyndigheten for energi i NVE (RME) har spurt nettselskapene om deres økonomiske situasjon under den pågående koronapandemien. Nettselskapene melder at de foreløpig ikke opplever store utfordringer knyttet til innbetalinger fra kunder og kraftleverandører, men at de forventer at disse utfordringene vil øke noe de neste fire ukene.

Høring: Modell for innføring av 15 minutters balanseavregning samt forslag til nye funksjonskrav og krav til sikkerhet for AMS
Reguleringsmyndigheten for energi i NVE (RME) sender et forslag i to deler på høring. De foreslåtte endringene påvirker ikke kravet om å installere AMS hos forbrukere.

Dispensasjon som gjør det mulig å sette ned nettleia
Nettselskaper som finner det hensiktsmessig og forsvarlig å senke nettleien midlertidig, kan nå gjøre det uten å bryte krav i gjeldende forskrifter.

Totalt byttet norske husholdninger strømleverandør nesten 600 000 ganger i 2019
Tall fra Elhub viser at det ble foretatt 639 800 leverandørskifter i 2019. Husholdningskundene stod for 587 400 av disse byttene. For husholdningene var bytteprosenten 21 prosent, mens næringskundene lå noe lavere med en bytteprosent på 14 prosent. Bytteprosenten viser antall bytter i forhold til totalt antall aktive målepunkt.

Reguleringsmyndigheten for energi foreslår tilknytningsavtaler med vilkår som alternativ til nettinvesteringer
Reguleringsmyndigheten for energi (RME) foreslår i et brev til Olje- og energidepartementet (OED) at regelverket endres slik at nye forbrukere kan knyttes til nettet med avtaler om fleksible tilknytninger. Slike avtaler kan være avtaler om utkobling av forbruk, og vil være et alternativ til å investere i nettkapasitet. Dette kan bidra til at nettet utnyttes og utvikles mer effektivt.

Reguleringsmyndigheten for energi i NVE (RME) lyser ut prosjekter for drøye fem millioner kroner
RME har behov for konsulentbistand til syv prosjekter frem mot sommeren. Vi har blant annet behov for økonomiske og tekniske analyser. Prosjektene skal bidra til et effektivt energisystem med et velfungerende marked for sluttbrukerne og god regulering av nettselskapene.

Nye reguleringskrav kan bidra til en mer fremtidsrettet nettvirksomhet
En ny rapport viser at det kan være behov for å tilpasse dagens regulering av nettselskaper, slik at regelverket også omfatter tjenester strømkundene ikke er like fornøyd med i dag. Økt kunnskapsgrunnlag om disse tjenestene vil være nødvendig før eventuelle nye reguleringer kan innføres.

De nordiske reguleringsmyndighetene ikke enige om forslag til kapasitetsmarked for automatiske reserver i Norden
Reguleringsmyndighetene i Danmark, Finland, Sverige og Norge ble ikke enig om forslag fra de nordiske systemansvarlige om utforming og metode for et nordisk kapasitetsmarked for automatisk aktiverte frekvensreserver (aFRR). De systemansvarlige handler reserver for å sikre at det alltid er balanse mellom produksjon og forbruk av elektrisitet i driftsøyeblikket. Balanse i driftsøyeblikket er avgjørende for forsyningssikkerheten.

NordREG anbefaler å utvikle et fellesnordisk regulatorisk rammeverk for uavhengig aggregering.
Aggregatorer kan spille en viktig rolle i et kraftsystem som er i endring ved å gjøre det lettere for sluttbrukere å tilby forbruksfleksibilitet til kraftsystemet. Konkret betyr dette at strømkunder som ønsker det kan inngå avtale med aggregatorer om å flytte noe av sitt forbruk til andre tidsperioder, avhengig av kraftsystemets løpende behov for fleksibilitet.

Reguleringsmyndigheten for energi (RME) foreslår endringer i forslag til forskriftsbestemmelser om selskapsmessig og funksjonelt skille, og om markedsføring av nettselskap.
I høringsutkastet (NVE Høringsdokument nr. 8/2019) foreslo vi nye bestemmelser om følgende tema: Nøytral opptreden, felles driftssentral, salg av overskuddskapasitet, ledelsen i nettselskap og krav til nettselskapenes markedsføring og kommunikasjon.

Reguleringsmyndigheten for energi vil utvikle nye indikatorer for å måle konkurransetrykket i sluttbrukermarkedet for strøm
I en rapport utarbeidet for Reguleringsmyndigheten for energi i NVE (RME), anbefaler Oslo Economics å benytte avanse og lønnsomhet for å måle effektiviteten hos kraftleverandørene. Indikatorene vil gi RME bedre forståelse av konkurransesituasjonen i sluttbrukermarkedet.

Rapport om regulatorisk rammeverk i ulike europeiske land
Reguleringsmyndigheten for energi, RME, har bidratt til en rapport som beskriver reguleringsregimer innen energisektoren i ulike europeiske land. Det er en årlig rapport som publiseres på nettsidene til CEER som er et frivillig samarbeid mellom regulatormyndigheter i Europa.

Inntektsrammer for 2019 - vedtak
Vi har vedtatt inntektsrammer for 2019. Samlet inntektsramme for alle nettselskaper, eksklusive Statnett, er på 17,6 milliarder kroner. For å vedta Statnett sin inntektsramme, må vi vite kostnadene til utøvelsen av systemansvaret for 2019. Dette publiseres i Statnett sin årsrapport, og når denne er klar, vil vi vedta Statnett sin inntektsramme for 2019. Varslet inntektsramme for Statnett for 2019 var på 8 milliarder kroner.

NVE-RME vil vurdere tiltak for et bedre strømmarked
I dag kan forbrukeren velge mange forskjellige strømavtaler. Markedet er uoversiktlig, og noen avtaler er priset urimelig høyt. Reguleringsmyndigheten for energi i NVE (RME) vil vurdere tiltak for et mer velfungerende strømmarked.

Omlegging til en framtidsrettet nettleie
Reguleringsmyndigheten for energi i NVE (RME) foreslår en omlegging av nettleien for strøm. Formålet er å bidra til en effektiv utnyttelse av strømnettet, og slik sikre at nettleien for husholdninger over tid blir så lav som mulig. En slik omlegging vil også legge bedre til rette for å erstatte fossil energi med elektrisk energi.

Oppsummering fra høring om likere nettleie er oversendt til departementet
Reguleringsmyndigheten for energi i NVE (RME) har gjennomført en utredning av virkemidler og tiltak for utjevning av nettleie, etter oppdrag fra Olje- og energidepartementet. Utredningen ble sendt på høring 18. november 2019. Vi mottok 46 innspill med merknader til høringen.

Reguleringsmyndigheten for energi unntar salg av elektrisitet i småbåthavn og på campingplass omsetningskonsesjonsplikt
– Vi har fått henvendelser fra eiere av småbåthavner, campingplasser og kunder av disse tjenestene som lurer på om salget av elektrisitet er omsetningskonsesjonspliktig virksomhet. I utgangspunktet er dette omsetningskonsesjonspliktig virksomhet, men Reguleringsmyndigheten for energi (RME) finner det ikke hensiktsmessig å regulere salg av elektrisitet hos disse virksomhetene, sier seksjonssjef for sluttbrukermarked i RME Guro Grøtterud.

Datasentre og vindkraft øker bruken av langsiktige kraftkjøpskontrakter (PPA) i Norden
På oppdrag fra Reguleringsmyndigheten for energi (RME) har Copehagen Economics analysert utviklingen og bruken av langsiktige kraftkjøpskontrakter (PPA) i Norge. Analysen viser at det har vært en tydelig økning i bruken av PPAer de siste årene. Noen av årsakene til økningen er høyere etterspørsel av datasentre i Norden og mer utbygging av vindkraft.

Rapport med analyser av kostnader i luftledningsprosjekter i transmisjonsnettet
Reguleringsmyndigheten for energi i NVE (RME) har fått analysert kostnadene ved fire ledningsprosjekter i transmisjonsnettet, bygget av Statnett i løpet av de siste årene. Analysen viser kostnadsforskjeller mellom prosjektene. Rapporten presenterer også mulige tiltak for mer effektive investeringer.

Vedtak - Innføring av implisitt tapshåndtering på Skagerrakforbindelsen
Reguleringmyndigheten for energi (RME) godkjenner den felles søknaden fra Statnett og den danske systemoperatøren Energinet om å innføre implisitt tapshåndtering på Skagerrakforbindelsen (Skagerrak). RME godkjenner at implisitt tapshåndtering vil bli innført på døgnmarkedet og intradagmarkedet på Skagerrak. RME har sammen med den danske reguleringsmyndigheten, DUR, vurdert søknaden fra Statnett og Energinet.

Utvikling i nøkkeltall for nettselskapene er nå tilgjengelig i digital versjon
Nettselskapene sin årlige økonomiske og tekniske rapportering utgjør grunnlaget for nøkkeltallene. Reguleringsmyndigheten for energi i NVE (RME) samler inn og bruker dataene som underlag for regulering av nettselskapene. Rapporten gis ut for åttende gang, men for første gang som en digital versjon.

Reguleringsmyndigheten for energi i NVE (RME) styrker forbrukernes rettigheter ved langvarige strømbrudd
Forskriftsendringer gjør det enklere for forbrukere å få utbetalt kompensasjon etter svært langvarige strømbrudd. Fra 1. januar 2021 får nettkunder automatisk utbetaling av kompensasjon.

Inntektsrammer for 2020 - varsel
Reguleringsmyndigheten for energi varsler inntektsrammer for 2020. Samlet inntektsramme for alle nettselskaper, eksklusiv Statnett, er beregnet til 19,2 mrd. kr. Dette er en økning på ni prosent sammenlignet med varsel for 2019. Varslet inntektsramme for Statnett er foreløpig ikke klar, men vi har beregnet kostnadsgrunnlaget til 7,5 mrd. kr. inkludert kostnader knyttet til systemansvar.
