Ny rapport analyserer om reguleringsmodellen kan bli mer nøytral ved å endre kalibreringen av kostnadsnormene
Reguleringsmyndigheten for energi (RME) publiserer i dag en rapport som undersøker de økonomiske insentivene strømnettselskapene har til å gjøre investeringer i forhold til driftstiltak. Strømnettselskaper er monopoler og RME regulerer nettselskapenes inntekter. Formålet er at å bidra til effektiv drift, utvikling og utnyttelse av nettet.

Vurdering av nettselskapenes behov for arbeidskapital
Reguleringsmyndigheten for energi (RME) har publisert en ekstern rapport som vurderer om, og eventuelt hvordan, arbeidskapital bør inngå i inntektsreguleringen av nettselskapene.

Inntektsrammer for 2021 - varsel
RME varsler inntektsrammer for 2021. Samlet inntektsramme for alle nettselskaper, eksklusiv Statnett, er beregnet til 17,2 milliarder kroner. Kostnadsgrunnlaget for bransjen er på 17,7 milliarder kroner.

Nå får du enklere tilgang til vedtak om strømnett og -leveranser
Reguleringsmyndigheten for energi i NVE (RME) lanserer en ny løsning som gir enklere tilgang til våre vedtak. Det er ikke lenger nødvendig å søke om innsyn i saker som omhandler strøm levert til deg, som for eksempel strømavtaler, leveringskvalitet og nettleie.

Foreslår fastpris for manuell avlesing av strømmåleren
Standard pris for manuell måleravlesing er en av flere mindre forskriftsendringer Reguleringsmyndigheten for energi i NVE (RME) foreslår etter en forskriftshøring. Høringen omfatter i tillegg endringer i avregningsforskriften og forskrift om elsertifikater.

Flere byttet strømleverandør i 3. kvartal
Rundt 141 000 husholdningskunder byttet strømleverandør i løpet av 3. kvartal 2020, en økning på 17 prosent fra 2. kvartal 2020. Bytteaktiviteten er samtidig omtrent på nivå med 3. kvartal 2019. Det viser tallene i sluttbrukermarkedsstatistikken fra Reguleringsmyndigheten for energi i NVE (RME).

NordREG inviterer til nettmøte om kapasitetsfastsettelse 4. desember 2020
NordREG arrangerer et nettmøte om kapasitetsfastsettelse og flaskehalshåndtering i det nordiske transmisjonsnettet.

Prissikring i kraftmarkedet – Nordiske reguleringsmyndigheter etterspør informasjon fra markedsaktører
RME, i samarbeid med de svenske og danske reguleringsmyndighetene, evaluerer de langsiktige prissikringsmulighetene for markedsaktører i kraftmarkedet. Alle markedsaktører oppfordres til å fremme deres synspunkt til reguleringsmyndighetene i et åpent spørreskjema som avsluttes torsdag 19. november.

Inntektsramme 2021 - foreløpige beregninger
RME har beregnet foreløpige inntektsrammer for 2021. Samlet inntektsramme er estimert til 17,5 milliarder kroner for alle nettselskapene eks. Statnett. Vi vil sende ut varsel om inntektsramme for 2021 i starten av desember.

Foreslår å gi Statnett sterkere insentiver til effektiv drift
Reguleringsmyndigheten for energi i NVE (RME) vil styrke Statnetts insentiver til å drive kostnadseffektivt. En ny modell for å fastsette en kostnadsnorm for Statnett er i dag sendt på høring. Formålet er at nettleien ikke skal øke mer enn nødvendig.

Samarbeid og økt digitalisering er avgjørende for best mulig drift av det norske strømnettet
Reguleringsmyndigheten for energi i NVE (RME) har i dag sendt OED forslag til forbedret driftskoordinering i det norske kraftsystemet. Økt samarbeid, tydelig ansvarsdeling og felles satsing på digitalisering vil være avgjørende.

Pålegger strømleverandører å slutte med avtaler hvor strømregningen ikke samsvarer med kundens løpende forbruk
Reguleringsmyndigheten for energi i NVE (RME) har pålagt flere strømleverandører å avvikle strømavtaler som innebærer at forbrukeren betaler et likt kronebeløp for strøm og nettleie hver måned. Avtalene er ikke i tråd med regelverket for fakturering av strøm. Avtalene selges som «Full Kontroll», «Energikonto», «Lik Betaling» og lignende.

Inntektsrammer for 2021 - grunnlagsdata
Vi publiserer data som skal benyttes til beregning av inntektsrammer for 2021. Vi ber nettselskapene om å sjekke egne data og gi tilbakemelding om feil så snart som mulig, og senest innen 2. november 2020.

Vil løse flimmerproblemer i strømnettet på Helgeland
Det er nødvendig å finne en bedre løsning på flimmerproblemet på Helgeland. Reguleringsmyndigheten for energi i NVE (RME) sin foreløpige vurdering er at Celsa Armeringsstål er årsak til flimmerproblemet, og at Celsa Armeringsstål er utbedringsansvarlig etter forskrift om leveringskvalitet.

Bruk av batterier kan bidra til å utsette en reinvestering av strømnett
En studentrapport utarbeidet på oppdrag fra NVE konkluderer med at batterier kan utsette enkelte reinvesteringer i strømnettet. Å bruke batterier til å utsette en investering vil kunne være lønnsomt ved reinvestering av relativt lange kabler. I fremtiden vil det også kunne være lønnsomt med kortere kabler dersom man får lavere batterikostnader og lengre levetid.

Ny rapport fra CEER om nettselskaps fremgangsmåte ved anskaffelse av fleksibilitet i distribusjonsnettet
RME har vært en viktig bidragsyter i arbeidet med rapporten 'Paper on DSO Procedures of Procurement of Flexibility' som CEER nylig publiserte. I rapporten anbefaler CEER en del prinsipper for markedsbasert anskaffelse, og presenterer et overordet rammeverk med forslag til fremgangsmåte ved denne tilnærmingen.

RME legger frem statistikk over strømbrudd i 2019 (Avbruddsstatistikk)
I 2019 var leveringspåliteligheten på 99,989 prosent. Det vil si at 0,011 % av den elektriske energien ikke nådde frem til strømkunden på grunn av feil eller utkoblinger. Det viser avbruddsstatistikken fra Reguleringsmyndigheten for energi i NVE (RME).

NVE-RME legger fram forslag til ny nettleiemodell
Reguleringsmyndigheten for energi i NVE (RME) har sendt forslag til ny modell for beregning av nettleie til Olje- og energidepartementet. Målet med endringene er å legge til rette for best mulig utnyttelse av strømnettet og en rimelig fordeling av kostnadene mellom kundene.

ACER godkjenner forslag om opprettelse av et nordisk kapasitetsmarked for automatiske reserver
ACER, byrået for samarbeid mellom nasjonale reguleringsmyndigheter på energiområdet i Europa, godkjente 17. august 2020 vilkår og metoder for opprettelse av et nordisk kapasitetsmarked for automatiske sekundærreserver (aFRR).

Lave strømpriser kan være noe av forklaringen på nedgangen i antall bytter.

NVE presiserer leveringsplikt til fiskeoppdrettsanlegg
Flere fiskeoppdrettsanlegg etterspør levering av strøm med spenning på 1000V. Nettselskapene har plikt til å levere strøm til anleggene, men plikter ikke å levere helt ut til installasjonen. Samtidig åpner NVE opp for at oppdrettsanlegg kan eie lavspent ledning fra tilknytningspunkt og ut til oppdrettsanlegget.

RME godkjenner Statnetts forslag til retningslinjer for praktiseringen av systemansvaret i kraftsystemet
Retningslinjene gir bransjen mer forutsigbarhet og økt transparens i forbindelse med Statnetts praktisering av systemansvaret. På alle området hvor systemansvarlig har myndighet til å ta en beslutning som påvirker konsesjonærene, er systemansvarlig sin praktisering beskrevet i retningslinjene. Retningslinjene er gjeldene fra 1. juli 2020.

RME publiserer rapport for 2019 om driften av kraftsystemet
På oppdrag fra Olje- og energidepartementet utarbeider RME årlig en rapport om driften av det norske kraftsystemet. Rapporten beskriver hvordan kraftsystemet har blitt styrt og utviklet i løpet av foregående år, og ser på hva som har betydning for forsyningssikkerheten i kraftsystemet. Dette omfatter blant annet driftsforstyrrelser, leveringskvalitet, driftssikkerhet og frekvenskvalitet.

Reguleringsmyndigheten for energi i NVE (RME) og de øvrige nordiske reguleringsmyndighetene i NordREG ønsker skriftlige innspill til den nordiske metoden for kapasitetsberegning for døgnmarket og intradag-markedet
Forordning om kapasitetstildeling og flaskehalshåndtering, Capacity Allocation and Congestion Management Guideline (CACM GL) stiller krav om felles nordisk kapasitetsberegningsmetode for døgnmarkedet og for intradagmarkedet.

Ny veileder om innsideinformasjon ved krafthandel
En ny veileder skal hjelpe aktørene i kraftmarkedet å vurdere hva slags informasjon som er innsideinformasjon etter markedsadferdsregelverket. Veilederen er laget av Reguleringsmyndigheten for energi i NVE (RME).

Studenter skal utforske bruk av batterier strømnettet
Med AMS får vi mer kunnskap om tilstanden i nettet. Samtidig møter kraftsystemet nye utfordringer og muligheter gjennom endret bruksmønster og teknologiutvikling. På oppdrag fra NVE vil studenter i sommer utforske bruk av batterier i driften av strømnettet vårt, i lys av ny kunnskap og utviklingen i kraftsystemet.

Høring: RME sender forslag til endringer i flere forskrifter på høring
Reguleringsmyndigheten for energi (RME) sender flere mindre endringer i avregningsforskriften, forskrift om kontroll av nettvirksomhet og forskrift om elsertifikater på høring.

Energy Analytics - hva har vi lært?
Forskningsprosjektet ENERGYTICS (ENERGY analyTICS) avsluttes i år og vi vil gjerne dele våre erfaringer med dere! Hovedmålet i prosjektet er å demonstrere bruk av big data teknologier, som maskin læring og kunstig intelligens for å realisere nettnytte fra AMS og andre relevante datakilder for nettselskapene. Vi har arbeidet med en rekke demonstratorer (use case) som vi nå vil presentere resultater fra.

Koronapandemien har per idag ikke hatt store konsekvenser for nettselskapenes økonomi
Reguleringsmyndigheten for energi i NVE (RME) har på nytt spurt nettselskapene om deres økonomiske situasjon under den pågående koronapandemien. De aller fleste nettselskapene melder at de har god likviditet akkurat nå, og de ser ikke for seg at likviditeten skal bli anstrengt i løpet av de neste fire ukene.

NordReg inviterer til å gi innspill til en felles nordisk metode for å analysere det finansielle kraftmarkedet i Norden
Reguleringsmyndigheten for energi i NVE (RME) og de øvrige nordiske reguleringsmyndighetene i NordREG ønsker skriftlige innspill til metoden som skal evaluere de langsiktige prissikringsmulighetene for nordiske aktører.
