The report summarises the content of the national reports that the Norwegian Water Resources and Energy Directorate (NVE) and the Swedish Energy Agency have prepared. The national reports were commissioned by the Ministry of Petroleum and Energy and the Ministry of Enterprise, Energy and Communications respectively, in connection with the first Norwegian-Swedish progress review of the electricity certificate system.
